Permits, licenses and your utility

Water heater replacement in California is plumbing work, and plumbing licenses come from the Contractors State License Board, and state code requires seismic strapping. Replacing a water heater usually needs a permit from the San Francisco Department of Building Inspection, since venting, gas lines and relief valves all have to meet code.

Permit questions go to the San Francisco Department of Building Inspection. Water comes from the SFPUC, most of it from the Hetch Hetchy Reservoir in Yosemite National Park. The Outer Sunset and Outer Richmond filled in with stucco row houses from the 1930s through the 1950s. The Mission and Potrero Hill are often sunny and warm when Ocean Beach is foggy.

The local picture in San Francisco

Many houses sit over a ground-floor garage, which is often where the water heater and furnace are. Many Victorian and Edwardian houses west of Van Ness Avenue survived the 1906 earthquake and fire.

Much of the housing is more than 80 years old. In older buildings, the water heater may sit in a tight basement corner with old venting, which affects what can replace it. San Francisco is the only consolidated city and county in California.

State code requires water heaters to be strapped for earthquakes, and inspectors check for it on replacements. The city's mandatory soft-story program required retrofits of older wood-frame buildings with tuck-under parking.

What to have ready

Take a photo of the label on the tank, which shows the size, fuel type and age.

Check whether anything is still under a manufacturer or builder warranty.

Common questions

Is tankless worth it?

It saves space and avoids standby losses but costs more up front and may need gas line or venting changes. Get a quote for both options.

Do you cover the Sunset and Excelsior?

Most likely. We cover the Sunset, the Richmond, Noe Valley and Bernal Heights and other parts of San Francisco, across 94102, 94103, 94104, 94105, 94107 and others. If nobody's available, we'll tell you, and you can call back later or pick another day that works better.

What is the relief valve for?

The temperature and pressure relief valve releases water if the tank gets too hot or pressurized. It should never be capped or plugged.

Is there anything local about water heater repair in San Francisco?

Hetch Hetchy water travels about 160 miles to the city, almost entirely by gravity. Steep hills in many neighborhoods affect parking and access for service vans. Summer fog rolls in off the Pacific most mornings in the western neighborhoods. Those details help the water heater specialist plan the visit.

How long does a water heater last?

Tank heaters often last 8 to 12 years. Tankless units can last longer with regular descaling.

If you're renting in San Francisco, check your lease for who handles this repair.
